Laptop battery stops charging at 79% instead of 80%
I keep my laptop plugged in most of the time and have the "stop charging at 80%" option enabled in Lenovo Vantage. But instead of stopping at 80%, it consistently stops at 79%—sometimes even lower. ...

Yes — 79% is generally normal with Lenovo Vantage's 80% charging limit. Lenovo describes Conservation Mode as keeping the battery roughly within 75–80%, so the displayed percentage doesn't have to land exactly on 80%.
If it consistently stops around 79% and the laptop works normally, I wouldn't worry. In fact, keeping it around this level while plugged in is good for long-term battery health.
Only investigate further if it starts stopping well below the expected range (e.g. 50–60%) or the battery suddenly drains unusually fast.
