Hi, because this happens across Notepad and browsers, I would test both accessibility settings and hardware.
Check Settings > Ease of Access > Keyboard and turn off Sticky Keys, Filter Keys, and Toggle Keys. Then open Keyboard properties and set the repeat delay/rate back to normal. After that, test with an external USB keyboard for a while.
If the external keyboard works perfectly, the built-in keyboard is likely failing even if the keys feel okay. If both keyboards have the same issue, uninstall the keyboard devices from Device Manager and reboot, then check for chipset/keyboard firmware updates from the PC maker.
A good extra test is the BIOS/UEFI screen. If keys repeat or fail there too, Windows is not the cause.
