Issues with Windows between monitors when monitors are powered off

I changed a monitor which was connected by means of DVI, the new monitor is DisplayPort. Each time this monitor is off for long periods; all the windows from monitor two, get moved over to monitor one, which is the DisplayPort monitor, the other monitor is HDMI. I never experienced this with my older monitor under windows which was DVI ?

Neither monitor sleeps so it's not an issue with any sleep mode; what exactly is causing this and how can it be fixed ?

    In Windows Settings, navigate to System > Display > Advanced display settings. Uncheck the option Allow Windows to attempt to fix applications so they are not blurred, and disable the display detection feature within your graphics card control panel.
