Is optimized Windows 11 the same as Windows 10 in gaming performance?

I have an ASUS Tuf Gaming F15 with 16 GB RAM. i5-10300H and GTX 1650 Ti. 144 Hz laptop monitor and 165 Hz external monitor. I want to reach the maximum possible performance on my setup. I currently have Windows 11. I want to know if optimizing Windows 11 will help me in the same way in gaming as installing Windows 10 because I don't want to install Windows 10 for no reason. Someone told me that Windows 10 works far better for games in 10th gen CPUs and lower. I personally had performed better when I was on Windows 10 until about an year ago. I don't know if its a mental effect or there is actually a difference.

My game drops to 100 FPS in fights btw.

    Switching from Windows 11 to Windows 10 might provide marginal gains if you experience issues or driver problems, but it’s unlikely to give a drastic performance boost unless you're facing specific compatibility issues.
