Microsoft Copilot itself isn't specifically designed for image upscaling — it's primarily a general-purpose AI assistant. For upscaling pictures to 4K on Windows 11, there are better dedicated tools available.
The best options would be something like Topaz Gigapixel AI, which is widely considered the gold standard for AI-powered image upscaling, or free alternatives like upscayl, which is open-source and runs locally on Windows. Windows 11 also has a built-in Super Resolution feature in the Photos app (under editing tools) that uses AI to enhance image quality, though it's more limited compared to dedicated software.
