Can a private user access the Micosoft Store for Business? If so, how is it done?

- No, a private user can't access and use MSFT store for business, as the name suggests, it's only for businesses that have the Azure Active directory and other subscriptions.
for private/regular users, the free public Microsoft store is available.Too bad as, for me, it would also be very useful for pivate users to be able to conveniently manage the UWP apps on a computer with multiple user accounts.

- Well, usually that feature is used by organizations that have lots of computers, not 1 computer with multiple users.
