In Windows 10, when you drag a file onto an open app in the taskbar
In File Explorer, when you drag a file onto the icon of an open app on the taskbar, the app does not automatically activate or open the file, and the drag-and-drop operation does not respond. Even if the app supports opening that type of file, you cannot transfer the file by dragging it onto the taskbar icon.

In Taskbar settings, set Group buttons on the taskbar to Never or When the taskbar is full, and then restart File Explorer.

Windows does not support dragging files onto taskbar icons to open or transfer files directly.
