I can't change the lock screen background image; it always displays the default Focus image.

After changing the background image in Settings → Personalization → Lock Screen, the lock screen still displays the default Windows Focus image, and I am unable to switch to a custom image or a solid-color background.

I have tried signing out and signing back in, as well as clearing the lock screen cache folder, but the issue remains unresolved.

    After HUGE loss of productive time, I finally have the solution to recurring background graphic, despite personalisation input. The culprit is Bing! In the Windows Registry, go to:

     

    C:\Users\KD\AppData\Local\Packages\Microsoft.BingWallpaper_8wekyb3d8bbwe\LocalState\Images\ThemePack_Winter Olympics\Winter Olympics_0_OBGA.AdobeStock_3242248_Winter Olympics.jpg

    SOLN: Under Win10 Apps & Features, search Bing Wallpaper. Wait! Highlight and click uninstall Bing Wallpaper..

    Run sfc /scannow in Command Prompt as administrator to repair system files.

    Make sure Windows is fully updated, as some bugs are fixed in updates.
