I can not update image date when saving
I am unable to update the date on images when saving them, as the changes never stick no matter what method I try. This issue started happening around the same time as a Windows Update that has now failed to install for the second time on my computer.

Hi, there are several different dates involved. The file's Modified date is controlled by Windows when the file is written, while Date taken is photo metadata stored inside the image. Saving a file will not reliably change Date taken. In File Explorer, right-click the image, open Properties > Details, and see whether the Date taken field is editable. If not, use a trusted photo metadata tool and first work on a copy. The failed Windows Update is probably a separate issue, so I would run DISM and SFC rather than changing registry timestamps. Also confirm the folder is not read-only and is not being overwritten by cloud sync.
