How to restore the classic layout of the Windows 10 Start menu
Currently, opening the Start menu displays a list of all apps directly, rather than the classic layout with pinned apps at the top and recommendations below. The option to adjust the menu layout has also disappeared from the Start settings. Another computer running the exact same version and updates still retains the old layout. How can I switch back to the original style?

The short answer is no—there is no official, supported way to revert to the previous Start menu layout. Microsoft has removed these settings intentionally, and they cannot be restored through normal Windows options.
