How to Fix Persistent RunDLL Error in NPCa Wallpaper App

I've been encountering this persistent issue for the past two weeks. Despite diligently following a step-by-step tutorial to remove it from loading, the problem resurfaces every time I restart my PC. Frustrated by its persistence, I disabled it, only to find it reappearing upon the next boot-up. How in the world can I permanently eliminate this troublesome nuisance?

By the way, I do not have PowerToys, and my system has not been updated to 24H2.
