By default, Windows 10 can not open RAF files natively in the Photos app or File Explorer. However, Microsoft offers a RAW Image Extension that can be downloaded from the Microsoft Store. Once installed, this extension allows you to view thumbnails and previews of RAF files directly in File Explorer and open them in the Photos app.
You can also convert fuji raf file to jpeg free with the RAW image extension from Microsoft Store.
