How to add pages to an existing PDF on Windows?
I have an existing PDF and need to insert several pages from another PDF into the middle of it, rather than simply attach the second file at the end. I’d also like to add a blank page occasionally and be able to check or adjust the page order afterward.
I usually open PDFs in Microsoft Edge on Windows, but I haven’t found a way to insert pages there. Can Edge do this, or do I need a separate PDF editor? I’d prefer a free method without Acrobat Pro, whether that’s a desktop application or an online tool.
What would you recommend for placing the new pages exactly where they belong while keeping the existing document intact?

On Windows 11 or Windows 10, you can add pages to an existing PDF at a chosen position with a PDF editor or an online tool. Insert a blank page, or import pages from another PDF or image file. Microsoft Edge can view PDFs, but neither Edge nor Microsoft Print to PDF can insert pages into an existing PDF’s page structure.
Add pages online for free with PDFgear Online Tools
PDFgear’s browser tool lets you add pages to a PDF for free without creating an account. You can insert pages into a PDF online from another PDF or image, or add blank pages.
- Open PDFgear’s Add Pages to PDF tool and select your existing PDF.
- Click the plus button between the pages where the new page should go.
- Choose Add Files to import a PDF or image, or Blank page to add a blank page to the PDF.
- Click Save, then Download File.
After insertion, you can drag the page thumbnails to adjust their order before saving. This particular PDFgear tool processes files locally in the browser rather than uploading the PDF to a server. You still need an internet connection to open the tool.
Add pages with Adobe Acrobat online
Adobe Acrobat also has an online Insert pages tool. It requires sign-in, and the updated PDF is saved to Adobe cloud storage.
- Open Acrobat online and select Edit > Insert pages.
- Upload the PDF you want to modify.
- Select the plus icon at the intended insertion point.
- Choose the file containing the pages to add, then select Continue.
- Select Save and download the updated PDF if you need a local copy.
Use PDFgear Desktop on Windows for offline insertion
PDFgear Desktop lets you insert pages into a PDF without Acrobat or a browser. You can choose the insertion position and, when importing another PDF, select only the pages you need.
- Open the existing PDF in PDFgear.
- On the Page tab, select Insert Pages.
- Choose Blank Page or the appropriate option for a PDF, Word file, or image.
- Select the source file if needed, then set the page range and insertion position.
- Confirm the insertion and save the result under a new name.
You can add multiple pages to a PDF by selecting a range from the source file, then rearrange the inserted pages using the thumbnails.
Use Adobe Acrobat Pro for a desktop workflow
If you already have the paid Acrobat Pro desktop app, its Organize pages tool can insert another PDF before or after a specified page. The free Acrobat Reader is not the desktop tool for this page-editing workflow.
- Open the existing PDF in Acrobat Pro.
- Select All tools > Organize pages.
- Select Insert > From file and open the PDF containing the new pages.
- Choose whether to insert it before or after the desired page number, then select OK.
- Use Save As to keep the original PDF unchanged.
For a quick insertion, use the browser tool; choose a desktop editor when you need to select specific pages from a source PDF or want to work offline. Reopen the saved PDF to confirm the page order, and check bookmarks, forms, and digital signatures if the original contains them.
