A billion calculations per second presupposes that every step has a clear instruction and a definite input. But in the task of "find that final version of the document," the key information — filename, path, content fragments — is exactly the part you cannot provide. Computers have no ability to "guess"; they can only match against the conditions you give them. If you can't supply the conditions, they can't begin.
