HEIC files cannot be opened in HEVC Video Extensions
I cannot open the .heic files on my Windows 10. I downloaded the HEVC Video extensions from the Microsoft store. No matter which method I choose, I cannot choose the HEVC Video Extensions as the app to view files.

Install the HEVC video extension from the Microsoft Store and associate it with the default photo viewer.
