Solved

Got suck in signout and restart loop

I accidentally change something in the settings (I'm using Windows 10 pro 1903) and now my computer gets restarted with this prompt every 1 minute and I only have only 30 seconds to figure out how to stop it, I'm writing this from my phone.

    You should try this in Powershell or CMD, just copy and paste

    shutdown /a

      Thank you very much, i chose powershell. after doing that i got a notification saying the pending shut down was discarded or something like that and it's been past 1 minute and everything is fine. thanks again
