Found this in the C drive of the Windows10 system. Is it a virus or a normal file?
An unknown file/folder was found on the C drive. It is unclear whether it is a normal system file or a virus. Should it be deleted?

This is the data cache file created by the download app.
No, it is not normal. You'd better scan the disk for virus.
