Error .net Framework - Doesn't open Windows Server Manager 'n others

I'm getting the errors in attach on a Windows 2019 with .net Framework.

I've tried to use the Microsoft .net RepairTool, sfc /scannow. I've tried Microsoft Catalog for the previous Cumulative .net updates but with no luck.

Have anyone got the same error ?
