Hi Panometric
You could try to disable Shell Extensions
Download, unzip and execute Autoruns (64 or 32 bit) as admin:
https://docs.microsoft.com/it-it/sysinternals/downloads/autoruns
open Options
select Hide Microsoft entries
tab Explorer
deselect all items and close the program
Check if your problem is gone

Spigolo Thanks for that tip. I did find some ones pointing to removed programs. So I removed those.
then I disabled all of them as you instructed.
The problem is still there. So this suggests some problem not related to extensions. Anyone care to point me where to look next?
I have already:
1. Rebuilt search index
2. Reset all folder settings
3. Cleared explorer history
4. Run sfc

Don't get me wrong, but scan the system with MalwareBytes, just to be sure to be clean.
Do you open zips with the integrated feature or with a separate app?
