Understood.
However, you've discovered that you can still change the time zone through the classic Control Panel menu, which is a good workaround for now.
Starting with Windows 10 (version 1809 and later), Microsoft introduced a policy to control the automatic time zone setting using Group Policy.
Navigate to Computer Configuration > Administrative Templates > System > Regional and Language Services in the Group Policy Editor to disable automatic time zone settings.
