Create or requiring a domain user account ?

In order for me to run Group Policy Management, I must log into the computer with a domain user account. 

What does this mean and why is it needed ?

I have two accounts one is an administrator the other is a standard account; how can I make either one or new one a domain user account ? I've searched online but still not quite sure why it's required or how to create one ?
