Cool clarification with your 1st point. Has been amended @ the OP.

As for the 2nd... this is Rt Clk Win logo, no underlining, at default settings.

OK; they can be enabled there too with Settings, Ease of Access, Keyboard, Change how keyboard shortcuts work, Underline access keys when available, On.
