I have tried various different methods, and the only way that is working for me is that you copy the whole c:\windows\IME folders and subfolders from a working 1909 machine and overwrite the 20H2 machine IME folder. Some folders may not allow you to overwrite, just skip those ones.
It works for me even without reboot the machine.
