It seems the product key you've is for OEM license. The OEM license is tied to first motherboard it is activated on.
As you changed motherboard, you may need to buy new product key/license.
Only if you've retail license, you can reactivate it after hardware change, using this guide:

If you're pretty sure, you've retail license but it still won't activate, you can contact Microsoft support:
