Can Windows run a program that no longer exists on the computer?

Can Windows still attempt to run or display references to a program that has been completely uninstalled or deleted from the system? I am seeing persistent shortcuts, startup entries, or error messages related to a missing application, and I need to know if Windows can execute a program that no longer exists on the computer.
