blue screen says "Your pc ran into a problem and needs to restart we will restart for you"

I just told my friend to download gta vice city from  ocean of games he showed me his screen he had defenders off and he installed the game it said it needs minimum direct x 8 want to install he did installed from the game not microsoft then it said to restart he did it 1 minute later himself not the by using the game's restart option then the blue screen got on it doesnt show any timer and when he turns off the screen it has a hp logo and a spinning wheel no windows logo and even if he has hp screen he tried doing the turn off thing at the loading screen to boot on advanced power options but it did not work please help or he is gonna tell my mom and ill get grounded
