Annoying theme after new windows 10 version 1909

Hi,

Recently I have reimaged our employee laptop to windows 10 version 1909. There is a weird theme appeared at the start menu, office files (powerpoint slides it ruins the shape format). there is like s shattered or fan structure shape theme above the icons which makes the view unpleasant. I have searched and looked everywhere, and reimaging currently isn't a solution.

    This is not a theme, but artifacts produced by your video card. 

    Check if you can upgrade the driver.
