Accounts.microsoft.com works but the privacy tab with the lock icon has been broken for weeks!!
Because the Privacy dashboard fails across several browsers and an iPhone while the rest of the account site works, this is unlikely to be one Windows cache problem. Open the Privacy dashboard in a private window and sign in with only the personal Microsoft account; avoid mixing a work or school account in that session. If it still loops, test once on another network without a VPN or content-blocking extension. Record the UTC time, final address, account type, and a screen capture, but do not publish personal data. Tech Community cannot confirm a consumer-account incident or escalate the account internally. Use Microsoft’s account sign-in helper or Contact Support flow, select Microsoft account and privacy dashboard, and provide those details. Test another personal account too: if it opens, report the fault as account-specific; if both fail, report a reproducible dashboard-path issue. Repeated cookie clearing is unlikely to help after cross-device reproduction.

I have had Xfinity internet for years and this behavior started like 2 months ago. I have no hosts file or firewall and haven't tweaked or make any modifications on my router. I even reset Edge to factory settings and wasn't able to! But I followed your suggestion and used private-browsing and I am able to see the Privacy tab. It's just odd. Thanks
