CSV Upload to Community Looks Successful but No One Is Added?

Everything worked great for the initial upload for each group, but now I'm going back and updating the member list with new employees who are onboarded.  I get the green check, the 24-hour advisory, then the email that says everyone was added, but no one is actually added to the community. 

Any suggestions?
