users can't rearrange cards
my understanding is that end-users are supposed to be able to drag the cards around and hide them, and I have the option enabled... but the option doesn't seem to be available to the users.
- no customize button, can't drag to rearrange.
What am I missing?

You mention that they dont get the customize button on the viva connections webpart. If you mean the webpart in SharePoint, the customize button is not available there. They have to go to the actual "Connections start page" and customize it from there. The users can access Connections by clicking the Connections-app in the SharePoint bar, or, depending on some settings, from SharePoint in the right corner (either through the three dots, or directly on the banner).

That's odd. Have you published the dashboard page?
yes, the dashboard is published.
I guess I should put in a ticket about this and someone can take a closer look with me.
