users can't rearrange cards

my understanding is that end-users are supposed to be able to drag the cards around and hide them, and I have the option enabled... but the option doesn't seem to be available to the users. - no...

That's odd. Have you published the dashboard page?

    yes, the dashboard is published. 

    I guess I should put in a ticket about this and someone can take a closer look with me. 
    The users don't get the customize button on the viva connections webpart
