Some users not able to add personal dashboard card

We are getting feedback that some users are not able to add the personal quick links card in the dashboard. I have gone through it with one of the users where they click the customize button, add the card, add a link and save it. But when they go back to the dashboard it is no longer there. We have tried it in the dashboard in teams and in the browser, we have tried to do a hard refresh but it is gone. Also when they go to customize the dashboard again it is gone and they can try to add it again (still not working). 

This happens for some users, while other users have no problems adding the card. 

Any suggestions how to fix this?

    I guess we'll have to set up a call with Microsoft support and have them look at it.

      We’re already in contact with support regarding this issue, but we haven’t been able to find a solution yet. I will try to update this thread should we find a solution. Any additional input from others experiencing the same issue is also appreciated.

      …and while it's unfortunate that others are affected as well, it’s helpful to know that the root cause isn’t isolated to our environment.

    We are experiencing the same issue. We have tested the process on mobile Teams and browser as well, cleared the cache, and even tried using a virtual desktop (VDI), but the result was the same. So it would seem the issue is following the user somehow, though we have not identified any clear pattern that explains why it works for some users and not for others.
