For configuring Direct routing, Teams should be in "TeamsOnly" mode and then there is no connection from OnPremSetup. You can setup dial-plan, VP , PSTN usage , route and line uri directly in Teams ,same as we do in S4BonPrem.
you can refer the MS migration document, it's clearly mentioned there.

Ok.
I should only mention that I have hybrid configuration.
I checked in Teams and there is no way to assigne my number with Direct Routing straight to the user.

If yes then follow the instruction in below document to enable user with telephone number , voice routing and Dial plan etc... you should have Teams power shell access to enable /configure these setting.

OK. But in my situation when I still have SfB OnPrem and Hybrid I should manage phone numbers thru SfB OnPrem, right?

that's an interesting question. If you keep Skype on prem and you migrate users to Teams Phone system and therefore to Teams only then the phone number you had assigned via skype on prem are assigned to the teams account. now the interesting question is if you need to change this phone number afterwards. i wouldn't be surprised if you have to do it from Skype On Prem via the LineUri field value.
The second question that arises then is whether to remove the Skype On prem environment. How to change a phone number if you use direct sip routing... I have an idea ... adsiedit but... I'm not sure that's the official answer.
