Adam is correct. Move-CsUser is, and has always been, a Skype server PowerShell command, NOT Skype Online PowerShell. Also, the new Teams PowerShell has everything you need to manage Skype and Teams online, so the fact that is it is blocked should not be a hinderance for you.
