Cannot sign in to Microsoft To-Do on IOS (Error Code: [2002])

I have attempted to sign into Microsoft To-do repeatedly over the past few weeks.

After entering my email and selecting "Personal account", the app throws error code "2002". 
This is the same experience when I am on cellular or on Wifi. 

There is an iPhone 14 on the same wifi that can successfully sign in.

App Version: Verson 2.104

IOS Version: 16.7

Attempted solutions:
Rebooting the phone

Uninstalling and reinstalling the app

Doing the previous on wifi and Cellular
