Town Hall and Allow mic or camera for attendees

In the Town Hall Meeting Options, an organizer can turn on the Allow mic or camera for attendees, but in our test using our organization's subscription with MS, the attendees were not able to unmute or turn their cameras on. Is this limited to a certain subscription level?
