Teams Live event
To create a Live Event, select it from the dropdown - top right of the calendar, as if creating a new meeting
If you do not see this and only have the option to do a teams meeting you don't have the right prerequisites. See here

Most times, it is incorrect licencing and you need to apply an E1/E3 licence. If it is a free licence you are using this does not do Live Events
