While it is not required to have deployed Yammer, you do need to ensure it is not being blocked. See the docs here -> Administering the Q&A app overview (microsoft.com)

The previous solution (a link to the docs) no longer works, link is broken.
It is probably outdated anyways because Q&A App was removed from Teams App Store in August 2022.
It is now January 2023, I am running my first test Webinar, but when I click on Q&A I get the same error: "There was a problem reaching this app"
We are not using Yammer, but I don't think it's blocked (I see Yammer for Academic is included).
Can you please advise how to fix this?

Q&A is no longer added as an app, it is simply enabled through the meeting options. Seem Q&A in Teams meetings - Microsoft Support.

As a employee in a company not using Yammer how I can use Q&A in Teams?

Correct me if I'm wrong, but it seems anonymous webinar registrants will not be able to participate in the Q&A. Is it sufficient that they sign into with their own M365 account?
Is there any other tool which would allow anonymous attendees to submit questions? It seems to me that Live Events allow for this.- BryanNyceJan 26, 2023

Yes currently we don't support anonymous folks participating in Q&A; we plan to enable this in the mid to late February timeframe. Signing in with an M365 account would allow participants to use Q&A yes.
