Restricting screen sharing based on user account

Hi there, i am trying to understand how can i have policy where screen sharing is enabled for all with a restriction condition as - "two users from different accounts within an organization come into 1:1 conversation and try to share screen, it does not allow them". I have e3 license and have been successful in applying all other policies other than this. Please help.
