Inconsistent Tokens per Minute Rate Limits for GPT-4.1 Across Subscriptions

Question

We have seeing that the TPM rate limits for the GPT-4.1 model vary across different subscriptions, even when the subscriptions are under the same pricing tier and region.

Azure OpenAI is created with Standard price tier and in West Europe location.

Please clarify the policy behind rate limit for GPT-4.1 in Azure OpenAI.
