I can confirm that when you connect to an external monitor, the flicker does not appear on the ext monitor.
CMDCMstr3 Ive owned the surface pro 4. It had screen flicker issues and would even all fuzzy up and go black. I've also owned a Surface Pro 8 with the same issue. I broke the Surface Pro 8 with insurance and ended up upgrading to the Surface Pro 9. I also has the screen tearing issue. ESPECIALLY when having multiple media tabs open. I guess they have just never even adressed the issue in any of the new versions cause it's 3 different generations with the same problem.
Don't get me wrong, I love my Surface. But this is crazy that this issue is still a thing im having to deal with 5 generations later.
