Surface Pro 11 Battery Issues?

Its been less than one year on my surface pro 11 and i was feeling like the battery was not lasting as long as stated and also lagging at some points. When I did the battery health check it showed that it had dropped around 13% from design capacity. Is this normal and should I get it repaired/replaced under warranty? Its just bit of a hassle as I am outside of the US.... 

Microsoft surface pro users outside of the US doesnt seem to have the proper support also, no contact and no email response from raising tickets....

    I have owned a surface pro 4, 6 and 8.  Microsoft has lied on each of these for

    battery usage.  On all of these I have gotten 3-4 hrs. before needing to plug in. Now

    I have been thinking about buying a new pro but looking at the Snapdragon has changed

    my mind in that it is probably a good cpu for a phone but not a pc.  I think that MS decided

    to use this chip is because of battery usage but it doesn't compare to the Intel CPU,s.  Many

    years ago, I was a Macintosh user but switched to Windows.  Now I think I'm going to

    try a MacBook Air.  I know it doesn't offer a touch screen nor oleg but cpu is much better

    and I will not need to plug as often for battery usage.
