That’s the ARM limitation. Printer drivers (and Adobe’s PDF printer) need native ARM64 support, and most manufacturers haven’t released it yet. Windows can emulate apps, but not kernel printer drivers, so they just won’t install. Your only real workaround is using the built-in Windows IPP/Class drivers or sharing the printer from an x64 PC. Until vendors release ARM64 drivers, the full utilities won’t work on the Snapdragon Surface.
