Microsoft Surface Pro 9 not charging via USB-C port?

I got this https://www.amazon.com/gp/product/B0C49J371N/ref=ppx_yo_dt_b_asin_title_o01_s00?ie=UTF8&psc=1 to charge my Surface Pro 9 via USB-C but I tried this with multiple cables and outlets it does not charge. Is there some sort of software settings that I need to set to allow USB-C charging?
