Microsoft Surface Pro 9 / Surface dock 2 Issues

Good Morning, everyone. I work for a university, and we recently purchased a few Surface Pro 9s. Most of them worked; however, one refuses to connect to external displays.

We've tried different displays, Brand new USB-C to HDMI/DP cords, Factory reset, OS reinstall, driver updates, etc., and can't get it to work.

If we connect them to the dock, none of the monitors appear in the device manager/in the display settings. If we connect both monitors directly to the Surface Pro 9, the top USB-C monitor will appear, but the lower USB-C monitor will not.

(Side note I just spoke with the employee, and he said both USB-C ports were working. It was only in the past week or so that it stopped) I assume that could be a bad Microsoft update, but an OS reset/driver update should have fixed that. Meanwhile, I also pulled our paper records and can confirm everything was working as intended when it left IT to the dept about a month ago.

Anyway, it is extremely frustrating as it's now beginning to impact workflow at the college
