Max Frequency?

So I updated my trusty surface 3 Pro to Windows 10 from 8.1 last week.  One thing I don't understand is the Max Frequency display on resource manager, which appears to be stuck at 31%.  Can anyone explain this?

    Hi Lloyd! It is very nice to meet you.

    I would invite you to please go through Surface Customer Support given that there is additional information we would require to appropriately triage your issue. Please make sure you go through "Support for Business" if this is a business device. Some of the questions you will hear are:

    1) What is the current version of Windows (via Winver)
    2) What is the current firmware level of the SP3

     

    I hope this helps as a first step. Please let me know how it goes!
