Create Surface Pro 3 recovery usb for other PC

Hi,

 

My Surface Pro 3 is stuck in an update loop and I don't have a recovery image. I have follow the instructions on https://support.microsoft.com/en-au/surfacerecoveryimage but this does not create the required image.

 

Can anyone suggest something
