Command line control

Is it possible to control BIOS/Firmware capabilities (such as the camera) with the command line?

Say I opt to use psexec \\machine -s cmd and want to enable the camera on the device with a command line tool?  What tools, if any, exist?

And if the system has a BIOS password?   How to incorporate that password into the tool?
