Surface Laptop Studio Strange CPU Issue

I'm having a strange issue with my cpu that I can't seem to solve.  Whenever I'm running a game (this happens for any game) my cpu slowly ramps up its usage over time.  A game that begins using about 30% will eventually climb up to 80% over the course of an hour or so.  At that point, the framerate obviously begins to fall off.  What is especially strange about the issue is that not only does the game's cpu usage increase, but every process increases by some amount (task manager will go from 1% to 10% for example).  In addition to that, I have found that if I close my laptop, putting it into sleep mode, then open it again the issue is magically fixed for another 30 minutes or so before it climbs back up again.

I have tried a variety of solutions but nothing has worked.  I've updated drivers, updated firmware, re-installed windows, monitored temperatures, scanner for malware, set cpu max frequency to 100%, but nothing has worked.

Has anyone had a similar issue or have any idea what could be going on?  I'm losing my mind trying to figure out what the problem is.
