Surface Laptop 3 Started Running Slow

Hi:

This past Monday this Surface Laptop 3 starting running slow, delay when opening programs, etc.

Already tried:

Disabled Antivirus

Ran Windows Updates and rebooted but still running slow.

Rolled back Wi-Fi driver to earlier version but still running slow.

Used Surface Tool to update firmware but still running slow. 

Other devices on same network are running normal/fast.

Reset machine to factory image but still running slow.

Task Manager shows CPU, memory and disk is normal, i.e. none of them running at 100%.

Any suggestions/ideas greatly appreciated!
